Covered Measures & Incentives

HER supports comprehensive, whole-home energy efficiency upgrades. Potential improvements may include — but are not limited to — enhanced insulation, air sealing, HVAC upgrades, duct sealing, and other retrofit measures aimed at reducing energy consumption and improving comfort.

Incentive amounts are based on the home’s expected energy savings and the household’s income level (relative to AMI). As a general guideline:

  • Households under 80% AMI may receive a rebate that covers up to 98% of project cost — with caps generally around $10,000-$16,000 per household.

  • For households above 80% AMI, rebate amounts are more modest — for example, up to $2,000 or up to 50% of project cost, depending on scope and savings.

HER gives homeowners the opportunity to significantly reduce energy waste, improve comfort, and enhance the overall performance of their home through targeted, efficient upgrades.

Home Efficiency Rebates (HER)

What is GEFA’s HER Program? The Home Efficiency Rebates (HER) program is a state-managed initiative that rewards Georgia homeowners for lowering their overall energy usage. Unlike standard rebates that just cover a specific unit, HER is performance-based: it offers significant financial incentives for "whole-home" improvements such as air sealing, insulation, and HVAC upgrades that reduce your home's total energy consumption. The more energy your project saves, the higher the potential rebate.

Eligibility

HER is available for homeowners (or multifamily property owners) in Georgia who wish to improve their home’s energy efficiency. The program covers single-family homes and multifamily buildings. There is no strict income cutoff — HER is open to households of all income levels. However, households with income at or below 80% of the Area Median Income (AMI) may qualify for more substantial rebates.

To participate, a program-approved contractor must perform a home energy assessment and develop a project plan. The proposed improvements must result in energy savings — projects are required to meet minimum efficiency and savings criteria
